This site is maintained by the District 04 of the Mid-Southern California Area 09 Website Committee for the purpose of dispersing information pertinent to service work within the District to the GSR’s, District Committee Members, Officers and other interested alcoholics.

Dear GSRs and Trusted Servants,

My name is Titus Davis, and I am honored to serve as your District Committee Member Chair (DCMC) for Panel 76, Area 09, District 4. I would like to extend a warm welcome to all current and incoming General Service Representatives (GSR), as well as anyone interested in service at the district level.

District 4 is only as strong as the groups it represents, and I truly believe this panel presents a great opportunity for collaboration, growth, and renewed participation. Whether you are a seasoned GSR or stepping into service for the first time, your voice matters and your involvement makes a difference.

I would also like to introduce our District 4 trusted servants for Panel 76:

Each of these individuals brings dedication, experience, and a spirit of service to their role, and I'm grateful to be working alongside them.

I strongly encourage GSRs to attend district meetings in person whenever possible, as face-to-face connection strengthens our fellowship and enhances communication. That said, we also recognize the importance of accessibility and appreciate continued participation through other available means when needed.

Additionally, if you are aware of meetings in our district that currently do not have a GSR, I encourage you to help spread the word. Service is one of the strongest ways we carry the message beyond the meeting room, and District 4 thrives when every group has a voice.

Thank you for your willingness to serve and for everything you do for Alcoholics Anonymous. I look forward to working with all of you throughout Panel 76.

A letter from District 04 Officers follows:

Dear GSRs,
 
If you are new to General Service or a returning member, we hope your Service journey will bring you many sober adventures and much fulfillment.
 
Alcoholics Anonymous is divided into 93 Areas across the United States and Canada. We are a part of Mid Southern California Area 09 which is comprised of approximately 24 districts – 18 of which are English speaking with the remaining six being Hispanic.
 
District 04 serves approximately 300 meetings and is divided into nine subdistricts. They are as follows: Southwest (SW), Southeast (SE), Northwest (NW), Northeast (NE), Men’s, Women’s, LGBTQ, Rossmoor/Los Alamitos and Marina Pacifica.
 
As a GSR, you have a very vital job. You are the link between your group and A.A. as a whole. The GSR represents the thoughts, concerns, and conscience of his/her group and reports to the District and to the Area, via the Area Delegate – who passes these on to the A.A. General Service Conference.
 
The General Service Conference meets every Spring in New York and is attended by all the elected Delegates of the 93 Areas. It is here that new A.A. literature is formulated or updated and decisions affecting A.A.in it’s entirety, are decided, always with the input of the groups via the delegates.
 
Once the Conference is over, our Area 09 Delegate brings back the Conference Actions that affect A.A. unity, health and growth, to you – and you, in turn, communicate them back to the group. Only when a GSR keeps the group informed, and communicates the group conscience, can the Conference truly act for A.A. as a whole. You are critical to that process!

Harbor Area Central Office of Alcoholics Anonymous


This links to the Harbor Area Central Office website. This site provides a listing of meetings of AA in our area, including when, where and how to access these meetings. The website also provides other material and 24-hour support for recovery from the disease of alcoholism.

Events

AA related events and activities of interest to members of Area 09 District 04. These include General Service meetings, forums, and conferences that support recovery from alcoholism through fellowship and education.

For DCMs

The district committee member (DCM) is an essential link between the group GSR and the Area 09 Delegate to the General Service Conference. As leader of the district committee made up of all GSRs in the district, the DCM is exposed to the group conscience of the district. As a member of the area committee, he or she is able to pass on the district’s thinking to the delegate and the committee. Eligibility Requirements

To qualify for either a DCM or Alternate DCM position, individuals should meet the following criteria:

  • Experience: A background in A.A. service work and a solid knowledge of General Service Representative (GSR) responsibilities.
  • Sobriety: A minimum suggested sobriety of two years.
  • Commitment: The time, energy, and willingness to serve District 04 effectively.
  • Availability: Ability to attend all Area Service Committee meetings, Area Assemblies, and other Area events.
  • Reference: D4 Guidelines (pg. 6)

Duties & Responsibilities

District Committee Member (DCM)

The DCM acts as the essential link between the individual groups and the larger Area service structure. Their core duties include:

  • Meeting Attendance: Attending all District 04 business meetings, and participating as a voting member at Area Service Committee meetings and Area Assemblies.
  • Group Representation: Working to ensure all groups within Sub-District 04 are fully represented.
  • GSR Support: Supporting GSRs in fulfilling their service roles and encouraging them to attend monthly district business meetings.
  • Data Accuracy: Assisting the District 04 Registrar in keeping group information updated.
  • Outreach: Visiting groups that do not currently have a GSR to explain the importance of group representation and encourage them to elect one.
  • Transition: Ensuring an orderly transfer of responsibilities to the incoming DCM upon rotation.

Alternate DCM

The Alternate DCM provides essential backup and support to keep the district running smoothly:

  • Structure Support: Assisting the DCM in maintaining an effective service structure across Sub-District 04.
  • Backup Leadership: Stepping in during the DCM’s absence to ensure continuous support for local GSRs and groups.
  • Meeting Attendance: Attending all District 04 business meetings.
  • Service Sponsorship: Acting as a service sponsor for their successor to guarantee an orderly transition of the role.

District 04 Description

  1. District 04 is part of the Mid-Southern California Area (Area 09) in the Pacific Region of the General Service Conference Structure. It is located in Los Angeles County and Orange County, California.
  2. District 04 is made up of four geographic sub-District 04s and five special focus sub-District 04s.

Sub-District 04s

  1. NE Long Beach: North of Pacific Coast Highway, east of Cherry Avenue.
  2. NW Long Beach: North of Pacific Coast Highway, west of Cherry Avenue.
  3. SE Long Beach: South of Pacific Coast Highway, east of Cherry Avenue, except Marina Pacifica.
  4. SW Long Beach: South of Pacific Coast Highway, west of Cherry Avenue, and Santa Catalina Island.

1. If I, as DCM, can’t make it to the next area assembly, can I send someone in my place?

Only the elected DCM or alternate DCM (when the DCM is absent) may vote in an area meeting. Generally speaking, if the area needs a quorum of DCMs to conduct business, only elected DCMs (and elected alternate DCMs if their principals aren’t present) count toward the requirements of the quorum.



2. Do I really need to have a service sponsor?

The scope of the DCM position and the ongoing need to apply the Traditions and Concepts to a variety of situations makes having a service sponsor a benefit.



3. If a group in the district says it wants A.A. to revise an existing piece of A.A. literature or create a new piece, is there a way for the district to help bring this to A.A.’s attention?

Yes. If as DCM you are uncertain about the process, you might reach out to the area chair or delegate. Your service sponsor may be a good resource as well. (For additional information on how an item becomes an agenda item for the General Service Conference, see Appendix U.)



4. If no one seems interested in taking over as DCM when my term ends, should I continue on until someone is found or perhaps even serve another two-year term?

It can be difficult when we have worked hard, love this service position and see no one interested in taking over. Nevertheless, the Traditions and the Concepts encourage rotation of service. When our terms are up, we step aside. Instead of continuing past the end of your term, consider offering your services for a different position in general service. Your interest and commitment is needed and appreciated. (See Appendix E for more discussion on the principle of rotation.)

    • Written in 1965: It was authored by former AA trustee Al S. specifically for the 1965 International Convention in Toronto. • Conference Approved: The General Service Conference affirmed its exact spirit and wording in 1971 and again in 1977, noting that the declaration should never be changed. • Bill W.'s Endorsement: It was famously recited by AA co-founder Bill W. alongside 100 other members at the Toronto convention to emphasize the fellowship’s global duty to suffering alcoholics.

    • Global Outreach: The phrase "anyone, anywhere" expands the member's sense of duty beyond their local group, extending it to the global fellowship. • Action-Oriented: It takes the principles of AA's Twelfth Step—which calls members to carry the message—and turns them into a personal pledge of availability. • Personal Ownership: The opening and closing lines emphasize that the success and continuity of AA ultimately rely on the individual commitment of each member.
